Background:
The client was proposing to construct a building which exceeded the maximum height allowable under the DCP. The site is at Main Street, Penrith.
The client believed that despite the maximum set, he would be able to design a building to meet the objectives and intent of the DCP. We were engaged to prepare a model of the existing area of Main Street, and a model of his proposal.
Council were concerned that the building would be visible from the crest of a certain hill, and that the building would obscure the distant mountain views. Further concerns were raised regarding the streetscape.
Whether a finished building would or would not cause any particular visual effect is pure speculation at best and can be argued by either side without resolution.
Our service allows the built environment to be recreated in a computer model and then be flown in real time to any point in the model to assess the effect and view from any perspective. The model can not lie or misrepresent the facts of the matter unless the model itself is flawed, which is easy to spot.
The results were that the proposed building did in fact cause an impact that council was unwilling to accept, and the design needed to be modified.
Despite this result, the model did indicate which parts of the proposal were acceptable to council and which parts needed redesign. The result was a partial redesign, council was satisfied, and the developer managed to achieve his goal of more building on the site. |
